Vintage Wilton Chicago 43 Wedding Cake Topper Plastic Bride Groom Silver Rings

This couple is marked "Wilton - Chicago 43 Made in Hong Kong". They are a type of plastic. There are silver rings around the stand. Several of these rings are missing and others are loose. Could this have been for a Silver Wedding Anniversary?  No cracks. Measures 5 1/4" tall with a base diameter of 3 1/4". I found two more rings after the pictures were taken so two are missing.
